Beth Newbold, President
Beth began her professional career managing productions and construction projects for the entertainment industry, including assignments across the U.S., abroad and for the National Parks Services. She was the Kennedy Center’s Director of Facilities during the $17 million restoration project of its 600,000 square foot garage.
Beth is a member of ACI, AAAE, PA Parking Association, The Executive Committee and serves on the national board of ICRI. |
Pat Winkler, Vice President
Pat performed his first hydrodemolition project in 1986 as a restoration contractor and has been directly involved in the hydrodemolition industry for the past 24 years. He is a member of International Concrete Repair Institute (ICRI), and serves on the American Concrete Institute (ACI) 546 Committee for Concrete Repair and the E706 Committee on Repair Application Procedures. Pat has a BA in Chemistry from Michigan State University, and an MBA from Rutgers University.

Jeff Parks, Senior Vice President
Jeff has been with Rampart Hydro Services for over eight years. He served in the United States Marine Corps as a Non Commissioned Officer In Charge of an Amphibious Vehicles Assault Crew and finished his service at Camp Pendleton, CA.
Jeff has a background in Mechanical Engineering; Manufacturing; Logistics, Design and Development, Hydraulics, Operations Management, Maintenance Management and Personnel Management. He has extensive knowledge in all facets of the Hydrodemolition industry . Jeff has built a solid reputation through effective leadership and is well-respected and trusted within the hydrodemolition industry. He is a member of the International Concrete Repair Institute along with the WaterJet Technology Association.

Charlie Elm, Operations Manager
Charlie has been with Rampart Hydro Services for eight years. He served in the United States Marine Corps as a Blackhawk Helicopter Crew Chief, finishing his service at Camp Pendleton, CA. Charlie has a background in Operations Management, Maintenance Management, Logistics, Design and development and Personnel Management. Charlie served as a Senior Field Technician for five years and completed numerous high-profile projects across the country. Charlie is an expert on the International Concrete Repair Institute Technical Guidelines for the preparation of concrete surfaces using hydrodemolition, and the repair of deteriorated concrete resulting from reinforcing steel corrosion.

Neil Weigel, Estimator
Neil is a Rampart Estimator and has been with the company for four years. Neil attended Slippery Rock University where he earned his Bachelor’s of Science in Business Administration. He has worked in the construction industry for over six years and is an expert at quickly deciphering specifications, plans, and drawings for many different types of projects and structures. Neil works diligently to give Rampart’s customers detailed, timely, and understandable estimates. Neil has extensive knowledge of the hydrodemolition process and of the International Concrete Repair Institute’s (ICRI) Guidelines for the Preparation of Concrete Surfaces for Repair Using Hydrodemolition Methods. He is an excellent resource at Rampart and, especially, for our customers.

Sam Dickson, Sales Manager
Sam is the Sales Manager at Rampart Hydro Services; Sam served in the United States Army and Pennsylvania Army National Guard as an Engineer where he specialized in Bridging, Demolition and Heavy Construction. Sam is a graduate of The Pennsylvania State University’s Turfgrass Management Program; Sam has an extensive background in Personnel Management, Operations Management and Construction Project Management from his twenty plus years in the Golf Course Maintenance Industry.
Sam has been with Rampart for nearly three years, he started with Rampart as a Field Technician where he operated nearly every piece of equipment in Rampart’s inventory on a variety of projects from bridges to stadiums to parking structures. Sam is a member of the International Concrete Repair Institute and is well versed in all aspects of the hydrodemolition and related services Rampart Hydro Services has to offer; he can help you develop a detailed plan specifically for your project.
